This has happened to me as well on a couple of the TOR updates and each time it has been Trusteer Rapport that has been blocking it starting up. Simply stopping Trusteer allowed TOR to load and run normally, but dont forget to start it again if you use another browser to do your online banking! The issue appeared to fix itself after a couple of weeks - don't know if it was an update from TOR or Trusteer that resolved it though.
